LICENSING AND AUDITING BUSINESSES
 
According to Article 1, paragraph 2 of the Law on “Establishment of metropolitan municipality in 14 provinces and 27 districts and Amendment of certain laws and statutory decrees” numbered 6330; territories of Adana, Ankara, Bursa, Diyarbakır, Eskişehir, Erzurum, Gaziantep, İzmir, Kayseri, Konya, Mersin, Sakarya and Samsun metropolitan municipalities are provincial administrative borders and thus our area of responsibility increased up to 30 districts from 21 districts and, consequently, our service area covers 30 districts.
  
Licensing of businesses are subject to the Regulation on  Business and Operation Licenses that entered into force after being published on the Official Gazette dated 10.08.2005 and numbered 25902.
 
According to this regulation, the business are classified as follows:
First Class Non-Sanitary Enterprises (Fuel oil filling or storage facilities, cement factory etc.)
Second Class Non-Sanitary Enterprises (Fuel oil and autogas (LPG, LNG, CNG) sales station, cigarette factories, auto maintenance and service stations etc.)
Third Class Non-Sanitary Enterprises (Dry cleaning, pastry and bagel production facilities etc.)
Sanitary Enterprises (Hairdresser, restaurant, bakery etc.) 
Public recreational and entertainment facilities (cafes, internet cafes, restaurants serving alcohol, hotels etc.)
 
According to the Metropolitan Municipality Law numbered 5216 and Municipality Law numbered 5393;
The metropolitan municipalities issue Business and Operation Licenses for fuel oil and autogas (LPG, LNG, CNG) sales stations that are categorized as First Class Non-Sanitary Enterprises and Second Class Non-Sanitary Enterprise and
 
District municipalities shall give Business and Operation Licenses for Second and Third Class Non-Sanitary Enterprises, sanitary and public recreational and entertainment facilities.
 
Izmir Metropolitan Municipality is in charge of;
Licensing and auditing all First Class Non-Sanitary Enterprises within the metropolitan urban area (excluding the ones listed on the Mining Law),
Licensing and auditing fuel oil and autogas (LPG, LNG, CNG) sales stations according to the Municipal Law numbered 5393 (although they are under the Second Class Non-Sanitary Enterprises on the Regulation)
Licensing and auditing places of business constructed or operated by the Metropolitan Municipality and to be operated in areas under the responsibility of the Metropolitan Municipality
Review of complaints regarding places of business
