​Horizon once again supports Bakırçay Development Project…

The Metropolitan Municipality has been developing a project for carrying the rural heritage of Bakırçay Basin to the future and it is granted with another aid amounting to 250 thousand Euros under the scope of the European Union’s “HORIZON 2020” program. The four-year project will focus on the Bakırçay Basin covering Dikili, Bergama and Kınık districts and Bergama Kozak Highland with a headquarter to be located in Yukarıbey neighborhood. The goal is to highlight rural assets of this region throughout the development process.

Izmir Metropolitan Municipality is granted with a financial aid for “RURITAGE – Rural Regeneration Through Systematic Heritage Led Strategies” Project that is launched as a part of 2017 “Cultural Heritage as a driver for sustainable growth – Rural Regeneration” call of the European Union’s HORIZON 2020 Programme. Izmir Advanced Technology Institution and Iron Energy Consortium filed the first application in June 2017 and Izmir was on the final 4; then it succeeded to be one of the 40 project partners from 20 countries (Italy, Spain, Austria, England, Ireland, Germany, France, Finland, Poland, Holland, Hungary, Slovenia, Greece, Iceland, Norway, Turkey, Brazil, Colombia, Chile and Romania) coordinated by Bologna University on the second phase, including international organizations such as UNESCO, ICLEI (International Council for Local Environmental Initiatives – Sustainable Cities Commission).   

This project will map the rural heritage of Bakırçay Basin with an atlas application. This will allow creating regeneration models that will support rural development. There will be 6 executive cities and 14 role model cities categorized under main topics of “Food in Rural Areas”, “Art and Festivals”, “Immigration”, “Landscaping” and “Religious Tourism”. The project, which has a total budget of 10 million Euros provided by the European Union, granted 250 thousand Euros to Izmir for its basin based integrated rural area management approach and thus Izmir received the highest share of all executive cities. The four year project was announced at the opening meeting held recently in Italy, Bologna with participation of several project member organizations and it will be completed with the closing meeting to be held in Paris in 2022 by UNESCO.

Duero Region to be the role model
Izmir will be one of the executive cities under the “landscaping” main theme throughout the project and cities in the Duero Region, which grow with a basin based development strategy along the Spain and Portugal borders, are among the role models of Izmir. In this project, each role model and executive city will establish a coordination center and guide communication and collaboration environment between the participants. Besides, a number of workshops will be organized with the project partners, on-site observation of the projects will be assured through personnel exchanges and a strong communication model will be established on the consortium network.
The focus is on the issues specified on the “Gediz-Bakırçay Sustainable Development and Life Strategy” that completed in 2015 under the guidance of Izmir Metropolitan Municipality and on the 1/25.000-scale master development plan approved by Izmir Metropolitan Municipality in 2017. Accordingly, the goals of this project, which focus of Bakırçay Basin covering Dikili, Bergama and Kınık Districts and Bergama Kozak Highland through the headquarters to be located in Yukarıbey Neighborhood, shall be as follows:
•         Development of eco-tourism, good agricultural practices and tourism compatible with the agricultural, natural structure will be encouraged in Kozak Highland. 
•         Training local guides for natural and cultural heritance will be encouraged under the art and festivals category as well as starting neighborhood orchestras with local artists and musicians and teaching almost extinct handicrafts.   
•         Rural tourism will be improved for increasing economic strength by diversifying agricultural production and agricultural activities around water resources will be encouraged and productivity of forest products will be increased.
•         An infrastructure for development of rural tourism will be organized starting at Kozak Highland and its surroundings for developing multi-functional agricultural and rural food production that supports agricultural production with non-agricultural revenues.
•         Opportunities to use the passage of history that is combined with IZBAN through Bergama, historical Kemeraltı and Selçuk line will be developed with the support of the role model cities. 
•         Process of applying to the UNESCO European Geoparks Network will start for carrying natural and geological heritage of Bergama, Dikili, Foça to the future and necessary infrastructure will be arranged and thus geo-food, geo-hiking routes as well as geo-cycling routes integrated into the European Eurovelo Cycling Tourism Network, which will include Izmir Metropolitan Municipality in 2019, are to be provided for increasing recognition and familiarity of the region.

Izmir Metropolitan Municipality Master Development Plan Branch Directorate coordinates the RURITAGE Project, which will be run by the related municipality departments and with contributions of other project partners, and it will offer new advantages by being integrated with other operations carried out by Izmir Metropolitan Municipality for achieving the goal of local development.
